Description

The purpose of this position is to effectively drive the information technology (IT) audit initiatives that lead to increase in audit effectiveness and efficiencies that deliver maximum value in the audit value chain in compliance with the auditing standards and relevant legislation in line with the AGSA strategy.

 

The incumbent will also be responsible for identifying opportunities for government sector in managing the risks associated with the use of IT, to maximise the return on investment in IT system and to derive the expected benefits thereof.

Duties & Responsibilities

Strategic Function

  • Provide strategic inputs in the development of the business unit balance score card (BU BSC) initiatives.
  • Implement the BSC initiatives within the BU.
  • Drive IT audit value adding services as part of the integrated audit process.
  • Drive thought leadership in the BU, continuously finds new ways of working supporting innovation in ISA.

 

Product Management

Audit management:

  • Manage IT audits within the allocated time frame in compliance with the policies, procedures and legislation.
  • Guide managers and assistant managers on audit related matters
  • Manage audit teams, including reviewing of work, finalising audit concluding working papers, preparing inputs to the audit report, meetings with the team and auditee risks.
  • Guide managers and assistant managers on audit related matters.
  • Deliver quality audit engagements in line with the auditee’s business environment including risks that may potentially affect the audit process.Risk management:
  • Manage risks on audit engagements, deploy appropriate resources for successful delivery of audit engagements.

 

Reporting:

  • Report to the audit steering committees and audit committees as required.

 

Stakeholder Management

  • Build strategic partnerships with key stakeholders and auditees to ensure that stakeholder expectations are met.
  • Advise leadership on status of technology-related controls and compliance concerns within the government sector, and provide meaningful and effective recommendations.
  • Prepare and present audit reports at Standing Committee on Public Accounts (SCOPA) and other relevant oversight committees as required.
  • Provide support to the RA engagement manager as required.
  • Facilitate debriefing sessions with Regularity Auditors on the previous year’s audits and implement lessons learned.
  • Liaise with auditees on the provision of recommendations, setting up meetings, etc.
  • Liaise with colleagues within the BU and within the Specialised Audits Services (SAS) portfolio to promote integration of audits.

 

People Management

  • Implement the activities outlined on the BU People Plan.
  • Manage team performance to drive productivity.
  • Contribute to transformation/culture plans.
  • Motivate, coach and mentor staff to ensure maximum productivity and development of the staff to their full potential.
  • Participate in initiatives to attract talent.
  • Cascade Vision achievement/ organisation alignment messages and commitments.
  • Manage contract work and continuous engagements with contracted out/in partners.

 

Financial management and operational management

  • Responsible for compiling the centre budget
  • Manage the centre budget to ensure adherence to the required financial performance standards for the BU and organisation
  • Monitor centre recoverability and GP margins and take corrective actions (if any).
  • Manage resource to achieve budget income.
  • Responsible for approval of invoices, S & T, and follow up with debtors for timely collection purposes.
  • Ensure compliance with the internal controls in AGSA
  • Ensure compliance with SCM in AGSA.
  • Conduct centre risk assessment.

 

Other responsibilities

Perform and/or manage other projects, tasks and assignments not stipulated on the Job description as and when required.

 

 

Desired Experience & Qualification

Formal Education

  • Bachelor’s Degree or equivalent
  • Certified Information Systems Auditor (CISA) or Certified Information Security Manager (CISM) or Certified Information Systems Security Professional (CISSP)
  • CA (SA, RGA or ACCA would be an added advantage

 

Experience

In addition, the incumbent requires a minimum of 7 years’ relevant experience of which 4 years should have been at a management level.
