Duties & Responsibilities

ACCOUNTABILITY
The Recruitment & Placement Manager is accountable to the company : Employment Relations.

FUNCTIONS / KEY RESPONSIBILITIES
The Recruitment & Placement Manager is mandated to:
Ensure that all recruitment and placement protocols contained in the Construction Employment Relations Policy are implemented on all construction projects;
Assist in the development and implementation of all required policies and procedures emanating from the Project Socio-Economic Development Centre (PSDC) relating to the construction recruitment service mandate;
Ensure timely preparation and implementation of recruitment and placement strategies, plans, programs, operational procedures and systems;
Implement a complete consultative process on the Recruitment & Placement (labour supply) process amongst all key stakeholders;
Manage processes and interventions for developing and sourcing candidates in the scarce and critical skills sectors;
Manage a stable and controlled process for the distribution and receipt of Job Seeker Registration Forms;
Manage a fully functional recruitment and employment information management system for processing and recording all recruitment and placement activities on the Project;
Develop and maintain a communication plan and a verification process for recruitment and placement;
Manage the HCS R&P team at the PSDC comprising a Labour Co-ordinator and Assistant Labour Co-ordinators.

QUALIFICATIONS AND EXPERIENCE:
Tertiary Qualification: Diploma / Bachelor degree in Human Resources Management, relevant post graduate qualification will be an added advantage;
10 years experience as an HR generalist with an extensive recruitment and placement background (preferably in the construction and large project environment);
5 years• management experience.

You ensure that the company housekeeping standards are maintained throughout your area of responsibility;
You report any unsafe conditions or acts which you cannot rectify yourself to your SHE representative or to the Senior SHE Project Manager as soon as possible;

You have the authority to:
Immediately stop any person(s) on company property from committing an unsafe or destructive act or omission;
Take whatever immediate steps you deem necessary to prevent injury or environmental damage when confronted with an unsafe or destructive condition.

COMPETENCIES AND REQUIREMENTS
Extensive knowledge of labour legislation including the Labour Relations Act, the Basic Conditions of Employment Act, the Employment Equity Act, the Skills Development Act and construction industry collective bargaining agreements;
Advanced computer literacy and exposure to advanced HRM information systems (SAP or Oracle);
Good verbal communication skills.
Customer focused with stakeholder management abilities;
Be in possession of a valid driver•s licence;
Efficient, systematic, punctual, confident, reliable and responsible;
Ability to provide a recruitment strategy and focus on driving acquisition of critical and scarce skills.

Performance is monitored regularly by reference to Key Performance Indicators and socio-economic objectives
