Description

The organisation is a South African Section 21 non-profit organization (NPO) with more than 18 years of experience implementing health programmes with national and international grants from multiple donors. With a presence in seven of nine provinces, (Eastern Cape, KZN, Northwest, Western Cape, Mpumalanga Free State and Limpopo provinces). It delivers health programmes to key and vulnerable populations in partnership with the Government of South Africa. Its offices are headquartered in East London with regional offices in Gauteng, Limpopo and Free State provinces. Working in collaboration with DG Murray Trust (DGMT), it will support the Eastern Cape Department of Health (ECDOH) to develop and fast track the implementation of the COVID-19 vaccination plans in all 8 districts (Alfred Nzo, Amathole District Municipality, Nelson Mandela Bay, Buffalo City Metro, Joe Gqabi, OR Tambo, Chris Hani, and Sarah Baartman). It recruiting to drive a vaccine rollout programme under the DGMT mechanism for the period August 2021 until March 2022.

Monitoring, Evaluation, Reporting and Learning (MERL) Advisor (Amathole District, Nelson Mandela Bay, Buffalo City, OR Tambo, Chris Hani, Alfred Nzo, Sarah Baartman, and Joe Gqabi)

 

Position:

This is a key role in the district supporting the vaccine roll-out in the districts in line with the national and Eastern Cape Provincial strategies.

Duties & Responsibilities

Responsibilities:

  • Works closely with the District Technical Co-ordinators and the Provincial Support Facilitator to ensure the effective use and constant flow of data and information in all directions between local, provincial, and national vaccine rollout teams and within the teams;
  • Ensures that all the different information systems that are used for enrolment, vaccine logistics, vaccine allocation, distribution, administration, tracking, vaccinator registrations, site registration and monitoring and evaluation dashboards are optimally functional;
  • Maps the complex information systems and how they are interlinked to assist the team in understanding data and information flows so that different Team Support Facilitators are able to co-ordinate their activities;
  • Ensures the effective use and flow of data by understanding the interface between information systems that are used for logistics, vaccine and ancillary item allocation, distribution, administration, tracking, vaccinator registrations, site registrations, and monitoring and evaluation dashboards such as EVDS;
  • Trains and onboards the users of the EVDS;
  • Works closely with the vaccination teams to ensure that all end users have access to simple and easy to follow instructions on how to use the EVDS and are made aware of new or additional features timeously;
  • Troubleshoots and responds to all EVDS glitches and inquiries from end-users;
  • Analyses and categorises key problems identified in the district and escalates them to the District Manager;
  • Enhances, augments and adapts existing IT and IS infrastructure to support and facilitate vaccination roll-out MEL systems;
  • Monitors reporting compliance on the EVDS and follows up with district-level stakeholders to improve reporting compliance;

Desired Experience & Qualification

Educational Qualifications and Experience Required:

  • Degree in public health or equivalent in the health field;
  • Strong portfolio of at least 5 years M&E management experience in the health field in South Africa;
  • Operational and strategic MEL systems management experience;
  • NPO experience will be an added advantage;
