Duties & Responsibilities

KEY RESPONSIBILITIES:

  • Compile & Maintain project HSE files
  • Lead Site HSE team
  • Audit / Inspect Service Provider(s) HSE files in accordance with the OSH Act & Corporate office Requirements
  • Accurate record keeping of all relevant HSE statistics
  • Assist with any HSE training as deemed necessary.
  • Ensure LTIFR & TRCR platform targets are achieved.
  • Manage, monitor and report all health, safety and environmental matters on project site.
  • Perform site inspections and keep records of such inspections.
  • Advise the project manager of any compliance issues or deviations on site.
  • Follow up on corrective measures for implementation and effectiveness of HSE.
  • Review contractors safety programmes to ensure compliance with HSE legislation & MRPE requirements.
  • Attend client safety meetings as per project requirements and provide feedback to HSE team as well as project manager.
  • Establish regular safety meetings with contractors and ensure proper minutes of meetings are taken and distributed timeously to all attendees.
  • Ensure all safety equipment required by law is available on site, maintained in good order, and kept in its proper place.
  • Immediately stop any activity which is unsafe and report it to the responsible person or supervisor concerned, and to the Project /Construction Manager.
  • Report any potentially hazardous conditions on site to the Project /Construction manager so that appropriate corrective action can be taken.
  • Ensure safety notices required by law and under statutory or site regulation are installed and displayed.
  • Ensure that in areas where there is operating machinery, work is only carried out after the necessary approvals have been obtained.
  • Prepare the safety section of the monthly report.
  • Serve on safety committees as requested and determined.
  • Investigate all accidents as requested and obtain written reports and photographs where appropriate.
  • Take ownership of the site HSE program.
  • Promote HSE-Awareness amongst all employees.
  • Address HSE non-conformances with teams and subcontractors.
  • Give feedback to HSE teams regarding the day's safety performance.
  • Assist with the Project Manager with conducting fire and emergency drills.
  • Implement Major Accident Prevention program across the project
  • Ensure the construction teams meet the VFL requirements

Desired Experience & Qualification

QUALIFICATIONS:

  • A relevant tertiary qualification in the field of Health, Safety and Environment.
  • OSH Act Legal Liability
  • SACPCMP Registered as CHSM
  • SAMTRAC or equivalent qualification
  • BS OSHAS / ISO 45001 Lead Auditor
  • National Diploma in Safety Management (NDSMN)
  • HIRA
  • Incident investigation RCAT

EXPERIENCE:

  • 10 years' experience in the Construction Industry as a Health, Safety, Environmental (HSE) Manager.
  • Knowledge of OSH Act & Construction regulations 2014.
  • Knowledge of HSE legislation, procedures and standards.
  • HSE - Management of Change
  • Must have at least 10 years HSE Manager Experience on a Boiler Construction Project
  • XRM System Reporting
  • Must have experience in training of employees on:

o   Safe working procedures

o   Risk assessments / identification of risk

o   Pre-Task Assessments

o   Major Accident Prevention

o   Visible Feldt Leadership
