Requirement Overview
1. Establish, facilitate implementation, maintain and where necessary improve quality management for all key audit business processes.
2. Ensure adherence, through monitoring and oversight, to quality control standards and processes in all key audit business products.
Key Duties & Responsibilities
Pro Active Quality Control support
• Assist with the development and implementation of quality control policies and procedures in the operations of the AGSA to ensure compliance with the relevant audit standards.
• Co-ordinate and implement a pro-active QC review support programme that actively responds to risks and ensures quality on integrated audits with a specific focus on the audit of information systems before issuance of audit reports.
• Perform pro-active reviews on a number of high profile and significant risk engagements
• Update and maintain the QC monitoring policy and related procedures in accordance with relevant changes in International Standards on Auditing and AGSA policies. • Provide QC related technical advice and guidance to top management and auditors in respect of engagement performance and associated processes. • Provide comment to auditors and top management in respect of the appropriateness of implemented remedial actions and quarterly monitor adherence to corrective action plans.
• Monitoring of the pre issuance review process on audits including a Bi-annual assessment of the performance and adequacy of pre-issuance reviews in the AGSA. Participate in initiatives to improve the effectiveness of the of the pre-issuance review processes and its ability to significantly improve the AGSA’s overall quality comply rating.
•Work closely with the STRAP BU in enhancing and maintaining the technical quality of the current PIR database to support the quality of allocations of pre-issuance reviewers by the ABUs.
•Provide ongoing and closer support to pre-issuance reviewers on consistency, risks and quality issues that need to be addressed during pre-issuance review process.• Participate in any other pro-active strategic initiatives to drive the improvement in audit quality before the issuance of audit reports in terms of the AGSA anchor strategy.
•Participate in pro-active reviews relating to the amendments to the public audit act and any other strategic initiatives relating to the amendments to the PAA.
Ongoing monitoring of the quality control process including post issuance reviews
• Perform monitoring of quality control (QC) compliance in accordance with the monitoring requirements of the International Standards on Quality Control (ISQC1) and specific requirements as determined by the AGSA.
• The monitoring will be performed annually on two levels, namely:
- Institutional (firm) level.
- Individual information system audits (both those performed by AGSA staff and CWC audits).
Other QC initiatives
• Conduct QC awareness sessions to the different audit business units
• Perform quality reviews on the General Report for PFMA and MFMA cycles
Ad-hoc duties
Perform and/or manage other projects, tasks and assignments not stipulated on the job description as and when required
• Perform reviews or provide inputs on complaints against the AGSA where applicable.
Skills, Experience & Education
The successful candidate should possess the knowledge and experience in respect of the following: •Detailed knowledge and experience of statutory requirements and standards of the accounting and auditing discipline (e.g. International Standards on Auditing)
• In depth knowledge of Auditing and strong technical skills in IT auditing.
• Deep understanding of various systems to enable proper auditing.
• Experience in Network security or SAP will be an added advantagePractical audit experience in the public sector (PFMA) and Municipal audit environment (MFMA) Coaching and reporting skills
• Presentation skillsDiscreet handling of confidential and contentious information Exercising authority and displaying professionalism, especially in strenuous situations.
• Ability to handle conflict situations.
•Minimum 3 years IS auditing
•Minimum 2-3 years’ supervisory experience
•Audit experience as an audit manager or assistant audit manager
Furthermore, the incumbent should have a CA (SA) or equivalent and have a (CISA) qualification.
In depth knowledge of Auditing and strong technical skills in IT auditing including general controls, application controls, ERP, CAATS skills, Network Security experience etc.
Practical experience in Quality control reviews will be an added advantage
